The Virginia General Assembly is scheduled to convene this month (January) and some of the proposed legislation is listed below.  This is only a partial list, mind you, and not intended to be all-inclusive.

Government Spending 
HJ 710: Constitutional amendment; spending limits on government (first reference).
Gun Rights

HB 1748, Delegate Pogge, clarifies that an expired CHP still exempts the holder from fingerprinting on renewal.

HB 1851, Delegate Lingamfelter, exempts active duty military from One Handgun A Month
HB 2144, Delegate Nutter, prevents the State Police from giving out private information on CHP holders, BUT lets courts do so.  The Fredericksburg Freelance-Star loves this bill, (as it published the names of CHP holders with their home addresses.  A DIRECT INVASION OF PRIVACY AND SAFETY. - Added by Scott Wolk)
HB 1910, Delegate BaCote, allows localities to ban guns in libraries
HB 2178, Delegate E.T. Scott, makes possession of ammunition by a convicted felon a crime

HB 2227, Delegate Marsden, adds an airgun that can expel a projectile at over 250 FPS to the concealed weapons list

HB 2318, Delegate Morrissey, requires anyone selling three or more guns at a gun show be an FFL

HB 2418, Delegate Ward, requires a machine gun owner to notify the State Police of any change of address
Taxes
HB 2203: Keep Our Promise Act of 2009; reinstates Personal Property Tax Relief Act of 1998.

HB2512: Income tax, state; subtraction for Virginia Military Family Relief Fund.

HB2593: Income tax, state; deduction for military retirement pay.

HB2414: Military Family Relief Fund; provides calculating taxable income for individuals receiving benefits.

HB1934: Income tax, state; age deduction income indexing.

HB2196: Income tax, state; deduction for certified nursing assistants and home health aides.

HB1364: Income tax, state; subtraction for National Guard or Reserve personnel pay.

HB2572: Income tax, state; energy-efficient equipment tax credit.

HB1049: Income tax, state; deduction for licensed medical caregivers.

HB1513: Income tax, state; deduction for donations to health care sharing organizations.

Miscellaneous
HB1692: Indoor Clean Air Act; prohibits smoking in all indoor restaurants and bar and lounge areas in State.
HB2067: Smoke Free Air Act; smoking in public places, civil penalties.
HB2010: Paper and plastic bags; imposes fee on those used by purchasers to carry tangible personal property.

The Need For A Constitutional Spending Limit In Virginia

By the end of 2002, Virginia was facing a budget gap of about $1 billion in fiscal 2003, the largest in its history. 

Virginia lawmakers were clearly not able to control their appetite for spending. The past few years were not unusual in the context of the 1990s. Indeed, spending was out of control throughout the decade: from 1990 to 2001, state spending grew at almost twice the rate of population growth plus inflation.  Politicians of both parties could not resist the temptation to raise taxes or pass large spending increases. Taxpayers were left bewildered, wondering how the system had failed them.


The Virginia Institute for Public Policy & Citizens Against Government Waste 

It took the state government in Virginia 386 years to reach a $30 billion biennial budget.  It has only taken the last 10 years to add a second $30 billion to that budget.

During this decade, the Commonwealth of Virginia’s budget has experienced an average growth of 16 percent with every two-year budget.  General fund spending alone increased more than 85 percent from 1997 to 2006.  If these rates of growth continue, the biennial budget for 2012 2014 will be more than $110 billion.  more...
